Opening Offices
From AirlineSimPedia
After your enterprise is approved, it can start doing business and operating flights. Your first priority will be opening offices at the destinations you are interested in flying to - you can't just stack a plane full of passengers and fly in for a surprise visit, so to establish a route to an airport, your company must have an office there.
There is no cost to opening or closing an office, if it is not actively being used. However, there are staffing costs involved in handling passengers, with the employees in question being hired automatically based on the number of passengers you expect to handle at the office in question. Please note that you do not have to build a terminal at an airport to handle passengers - it is assumed that public facilities already exist!

Procedure
Option One
Go to Information → Airport Directory. You may now search for the airport of your choice to open an office. In Search for airport, enter the name or code of your airport. Alternatively, you may choose to view a list of all the airports in a country, therefore select the country first in the menu "sorted by country".
After you have found the airport, you will find on the overview page of the airport the link: Open an office.... By clicking this link you will open an office for your airline at this airport.
Option two
If you want to open more than one office you will appreciate a quicker alternative. If you know the exact name or the code of the airports you're looking for, go to Company → Offices. There you will receive a complete list of all your current open offices. Below this list (at Open new office) you can enter the name or code of an airport. With a click on Open Office an office will be automatically opened and added to the list.
Costs
The maintenance of an office is free of charges. As soon as you schedule flights to the airport, the service staff required will be hired automatically. The number of staff depends on the number of passengers to be handled at the airport.
- Manager
{not currently used; won't be hired} - Check-In Agent
Takes care of passenger handling. Will not be needed or hired if the airport is only used for cargo. - Ramp-Agent
Supervises and coordinates the handling of the actual aircraft on the ground. - Cargo-Controller
Takes care of the cargo handling. Will not be needed or hired if the airport does not handle any cargo.
If you reduce the number of passengers or amount of cargo you handle at an airport to the point where staffing demands are reduced, staff will become available for other offices. Available employees can either be fired - although you'll have to pay them a settlement - or used to open up other offices if you need additional personnell there later on. This is done automatically - idle existing staff will be moved wherever you need them in preference to hiring new ones.
